He was appointed Honorary Ranger when the Wanganui River Scenic Board was established in 1957 and remained one for many years.
In 1975 the Anderson House a colonial building in Pipiriki was leased to the Wanganui River Scenic Board which intended to establish a museum in it. The New Zealand Historic Places Trust granted the Board $1500 to assist with the restoration costs. Restoration started in 1976. Norm worked on the house with the rangers in the area at the time.
Norm served on the Taranaki/Whanganui Conservation Board and the local branch of the Historic Places Board for many years, including as chairman.
