As Senior Ranger Tongariro National Park beginning in 1977 he supervised infrastructure operations until 1981. He was President of the National Parks and Reserves Rangers Association from 1979 to 1980. The following year, he joined Auckland Regional Council (ARC) as Principal Ranger South, was Principal Ranger West from 1989 to 1993, and Principal Ranger Operations and Infrastructure from 1994 to 2007.
In 1986, Norm was the Auckland Tramping Clubs’ nominee to the Federated Mountain Club National Conference on Management of State Forests and National Parks. In 1998, in a staff-exchange with East Melbourne Metropolitan Parks, he addressed Capital Territories and Canberra City asset managers in Canberra on ARC asset management. In 2004, Norm was ARC delegate to the Standards NZ workshop on tracks standards culminating in the SNZHB8630-2004, Tracks and Visitor Structures guidelines. In 2007, as a consultant to ARC, he reported park performance against park plans, completed a 400km track attributes survey of the Hunua and Waitakere Ranges track networks and monitored regional parks visit numbers. He was tour guide to Waitakere Ranges 2017 to 2020 and to New Zealand’s subantarctic islands in 2019, 2020 and 2023.
